JOB GOAL:  Administer and manage all components that make up a safe, efficient and effective pupil transportation program for the District in such a way as to provide the best possible services with the financial and technical resources available.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES shall include, but not be limited to the following:

 

GENERAL RESPONSIBILITIES:

  • Develop, implement, and administer programs and activities necessary to meet the District's standards for the efficient operation of all student transportation and related support services
  • Develop, implement, and provide ongoing review of safety standards conforming to state, federal, and board-mandated guidelines.
  • Direct and coordinate, through subordinate transportation leaders, all departmental activities
  • Oversee the recruitment, selection, training, and evaluation of all management staff, drivers, aides, and maintenance personnel.
  • Develop and control budget allocations that pertain to management staff, supplies, fuel, equipment replacement, drivers, and aides.
  • Prepares requisitions for all transportation supplies and trains the Warehouse Specialist on how to complete and submit requisitions
  • Direct recording of expenses and analysis of purchase and repair costs to control expenditures.
  • Analyze costs and recommend cost control measures
  • Develop recommendations for future capital and personnel needs based on current transportation usage by students, grade levels, and attendance boundaries
  • Analyze proposed schedules, initiate preparation and distribution of proposed trip schedule changes, and submit analyses of data and rescheduling recommendations to administration
  • Ensure all school buses and rolling fleet and equipment are maintained per Arizona State School Bus Standards as defined by the Commercial Motor Vehicle Safety Act
  • Provide appropriate and timely communications with all direct reports, school administrators, students, and parents
  • Manage processes that investigate all requests and complaints concerning pupil transportation services and provide appropriate resolutions within areas of control and responsibility
  • Ensure student discipline problems are coordinated with school administrators
  • Develop and manage processes that maximize departmental efficiency, reduce costs where appropriate, and maintain overall safety standards as established by the board
  • Remain current on all changes in state, federal, or county laws, transportation regulations, and requirements that impact the District
  • Administer and oversee all consultant and/or subcontract work ensuring conformance to District and manufacturer's specifications regarding transportation
  • Establish and maintain good rapport with students, employees, community members, and vendors.
  • Other job-related duties as assigned.
  • Inspects all aspects of District transportation services to ensure that transportation activities are completed efficiently, and within regulatory requirements
  • Directs the preparation and update of bus routes and schedules for all District schools
  • Complies with all requirements mandated by Governing Board Policies, State laws, and Federal regulations regarding school transportation
  • Investigates and completes appropriate reports related to accidents involving district vehicles
  • Assigns and supervises the work of transportation/shop employees
  • Coordinates schedules for all employees in the department
  • Facilitates and /or participates in meetings and workshops, etc. to identify issues, develop recommendations, support other staff, and serve as a District representative
  • Prepares a wide variety of written materials (e.g. bid specifications, correspondence, memos, reports, policy/procedures, budget, etc.) to document activities, provide written reference, and/or convey information
  • Responds to emergencies during and after standard hours to resolve immediate safety concerns
  • Collaborates with internal and external personnel to implement and/or maintain services and programs
  • Research new equipment/vehicles, laws, regulations, etc. to recommend purchases, contracts, and proper maintenance of district-wide services
  • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit
  • Supervise receiving and checking of all incoming equipment and supplies
  • Plan, schedule, and supervise regular and special transportation services and co-curricular activities 

QUALIFICATIONS AND REQUIREMENTS

Education/Experience/Knowledge/Skills

High School Diploma or equivalent required

Obtain and maintain a valid State of Arizona Commercial Driver’s License w/ passenger and school bus endorsements

Obtain and maintain a valid (IVP) Fingerprint Clearance Card required

Preferred DPS Behind the Wheel Certificate

Preferred DPS Classroom Training Certificate

Preferred DPS Physical Performance Test Certificate

Experience in a management position working with a large staff and budget

Strong leadership, communication, time management, and problem-solving skills.

Five to seven years of experience in commercial and/or public school transportation

Principles and practices of budgeting and fiscal management

Principles and applications of critical thinking and analysis

Managing, supervising, evaluating, and motivating staff

Interpreting and applying applicable laws, codes, regulations, and standards

Public speaking

Work is routinely performed in an indoor, warehouse environment and may require some work in the field with moderate exposure to travel.
